The NPB has submitted a proposal through the Japan High School Baseball Federation to Hanamaki Higashi High School, requesting that MLB clubs be kept from submitting actual proposals to Yusei Kikuchi.
According to the rules that govern the Japanese draft, NPB teams are not allowed to discuss proposals with players entering the draft. The NPB feels that MLB teams will have an advantage over NPB teams because there are currently no rules governing the process in which they approach amateur players in Japan.
The final decision will ultimately fall on the hands of Hanamaki Higashi baseball manager Sasaki.
"If there are teams that want to meet him, then I think they should," said JHSBF head of the secretariat Toshinobu Komori. "As for proposals by MLB clubs, we informed [the school] of the NPB's request. The manager Sasaki said he would take it under advisement."
