Chiba Lotte Marines sign Yen-Feng Lin to Ikusei contract

The Marines announced on Wednesday that they signed Yen-Feng Lin to an Ikusei contract worth 2.4M yen. They also assigned him the number 122.
Lin is a 24-year-old, right-handed pitcher from Taiwan and spent three years in the Phillies' organization (2006-2008).

I kind of like this signing of players with MiLB experience and those Taiwanese players who have played in the minors. I wonder how it will play into the development of such players in ni-gun in NPB? Maybe someone else here can answer me the question regarding Chiba Lotte, is Larry Rocca gone now with Valentine departed?
