JUBF umps to reverse strikes and balls call

The All Japan University Baseball Federation's (JUBF) Umpire Division announced on Sunday that they too will be reversing the way they announce strikes and balls to balls and strikes.
The NPB announced their decision on January 25th. The Industrial League is likely to head in the same direction. High School baseball already does it.

That’s odd. I thought that all of the organizations under JABA (Japan Amateur Baseball Association) had adopted that a few years ago. Was it only high school and lower?

Everything I’ve read up to this point only mentions high school baseball as being early adopters of the rule.
