According to an article at MLB.com, it seems there are three NPB teams interested in holding Spring camp in Tucson.
TUCSON, Ariz. -- Tucson baseball officials are negotiating with three teams from Japan's Pacific League that have shown interest in training there next spring.
If an agreement comes to pass, those officials will seek approval from Major League Baseball to have Cactus League teams play spring games in 2011 against the Japanese clubs considering the proposal -- the Chiba Lotte Marines, the Nippon Ham Fighters and the Rakuten Golden Eagles.
If it happens, there's a chance the three teams could also play exhibition games against some of the MLB teams working out in the area. But in order for that to happen:
In discussions with MLB, Tucson officials have been told that for Major League teams to play Japanese teams during Spring Training, agreement has to be reached with MLB, the players association and various broadcast interests if the games are to be televised in Japan.
