Softbank Hawks would like to start a Winter League in Okinawa

The Hawks' chief of player development, Itaru Kobayashi, apparently would like to start a Winter League in Okinawa.  Said Kobayashi, "I've told the NPB and the JPBPA about the idea and they all thinks it's interesting.  I even suggested it to the mayor of Naha.  I'd like to work towards making it happen next year."

Ideally, each club would send players to Okinawa sometime in November for a four team league.

Added Kobayashi, "If we do this in Japan, players from other countries like Taiwai, Korea, and Australia might come.  And there's also also a lack of sports [to watch] in December and January."

    I wonder if the players would have to be under a contract with NPB, and how would that work with foreign players getting paid. Sounds like a good opportunity for foreign players to showcase their skills but it seems like a tough fit when it comes to contracts and pay? Any ideas?

      To be honest, I’m not entirely sure how these Winter Leagues really work. It seems like most of the time, players are under contract with another team and get sent to a winter league for extra work.
