As has been the case the last year or two, the Hanshin Tigers are looking into Hideki Matsui and Kosuke Fukudome, in case they decide they want to return to Japan. The Tigers seems particularly interested in Fukudome because they see him as a left fielder that can hit (could be an especially big need if Matt Murton decides to return to the Majors next season). And while the team is also checking on Matsui, there is concern about his age and his defensive abilities (they probably don't want another Tomoaki Kanemoto on their hands).
The Tigers could have Andy Sheets (US-based scout in charge of the East) keep an eye on Fukudome in Chicago and Jeff Williams (US-based scout in charge of the West) an eye on Matsui in Oakland. They might also send someone to the US from Japan in August.
While signing former MLB players can be a little costly, the risk may be worthwhile (at least for teams with money) since teams don't end up losing players like they would when signing domestic free agents.
