Japan Baseball Rules Committee clarifies rule 8.02(a)(1)

The Japan Baseball Rules Committee announced the following rule edit on Wednesday:

8.02(a)(1) in the handbook, under the section things pitchers are not allowed to do:

ピッチャーが投手板を囲む18フィートの円い場所の中で、投球する手を口または唇につけること。ただし、投手板を囲む18フィートの円い場所の中であっても、投手板に触れる前に投球する手をきれいに拭けば、この限りではない

...have their pitching hand come into contact with their mouth or lips when the pitcher is in the 18 foot circle surrounding the pitching rubber.  However, if they are in the 18 foot circle surrounding the mound, this shall not apply if they wipe their pitching hand before coming into contact with the pitching rubber.

After the edit:

ピッチャーが投手板を囲む18フィートの円い場所の中で、投球する手を口または唇につけること。ただし、投手板を囲む18フィートの円い場所の中であっても、投球する手の指をきれいに拭かなければならない

...have their pitching hand come into contact with their mouth or lips when the pitcher is in the 18 foot circle surrounding the pitching rubber.  However, if they are in the 18 foot circle surrounding the mound, they will be required to wipe the fingers of their pitching hand.

      That actually ended up being just one of seven rules that were updated. I included a link to the Japanese document up above.
