According to Daily Sports, the Tigers are getting ready to offer Kosuke Fukudome a contract they feel no other team will be able to match (or at least be very competitive).  The team has also learned that Fukudome will be returning to Japan on Thursday.  They will likely try to schedule a meeting with him as soon as possible.

The Tigers could offer Fukudome a multi-year deal worth about 400 to 500M yen a year.
