According to Sports Hochi, the Yokohama Bay Stars could offer Tony Blanco a two-year deal worth about 500M yen if he hits the free agent market.  The Chunichi Dragons are trying to keep him in Nagoya and have reportedly offered him a one-year deal.  According to those involved, Blanco is looking for a multi-year deal.

The Bay Stars have decided to target foreign players with experience in the NPB, since there is usually less risk involved.  Yokohama is also said to be interested in Chunichi Dragon Jorge Sosa.
