Sixty-nine countries were present at the 2013 IBAF Congress on Sunday. Afghanistan, Haiti, Gujana, Nepal and Sierra Leone were named Full Members; Curacao and Saipan Provisional Members; and four professional leagues -- ABL, Australia; NPB, Japan; KBO, Korea and CPBL, Chinese Taipei -- Associate Members.

President of the Japanese Olympic Committee Tsunezaku Takeda, NPB Comissioner Ryozo Kato, Sadaharu Oh, KBO Commissioner Koo Bon Neung, and CPBL Commissioner Hwang Jenn Tai were present. MLB Commissioner Bud Selig was not but did provide a recorded statement. Jim Small represented the MLB.

The World Baseball Softball Confederation (WBSC) was officially unveiled on Sunday. It is a new federation that joins the International Baseball Federation (IBAF) and the International Softball Federation (ISF). IBAF president Fraccari and ISF president Don Porter will be co-presidents.

The WBSC will work to bring baseball and softball back to the Olympics. An official website (PlayBall2020), slogan (Swing for the Fences), and logo were revealed during a press conference.

Shintaro Fujinami appeared in a video message that was played during an IBAF press conference. His statement:

I am providing this message to you in a video because I am at a Tigers' game at Koshien today. Last year, I was a member of the Japan National Team at the World Baseball Tournament. It was an honor to compete against the world's top players. But I have a bigger dream. It is to play on the Japan National Team at the 2020 Olympics. To that end, I hope that baseball and softball become official sports. I hope everyone can support the campaign to bring baseball and softball back to the Olympics.

The IBAF announced that the first Premium 12 will take place in Tokyo in 2015. Twelve countries will participate and there will be a tournament once every four years.
