Hiromitsu Ochiai on Hirokazu Ibata:

We do not offer contracts to players we senryokugai. ... We have been paying him a fair amount over the years.  But he is coming off surgery and it was a question of whether or not paying him over 100 million yen was worth the risk for the organization.

According to Sponichi, Ibata decided to leave the Chunichi organization, not because of the money, but because of what the pay cut was implying.

Team trainers told reporters that they expected Ibata (surgery on right elbow and right ankle) to be at full strength by the start of the 2014 season.

If no teams show an interest in Ibata, he could, worst case scenario, opt for retirement.
